  This paper expounds the connotation of creative industry. Taking GEM model as a tool for industrial cluster competitiveness analysis, using AHP to establish the evaluation index system of Shenzhen creative industry cluster competitiveness, the status quo of Shenzhen creative industry cluster competitiveness. The factors and indicators were analyzed, and the problems existing in the development of Shenzhen's creative industry clusters were pointed out. The countermeasures for improving the competitiveness of Shenzhen's creative industry clusters were pointed out.
