    At present, in the implementation of the "Western Development" macro background, education and training model colleges and universities has become a top priority of developing the western region.Since the implementation of all reforms requires a large number of talents, China has begun to attach great importance to the study of the training model of popular science talents in Tibet universities. The training model is based on some of the traditional personnel management concepts and teaching system. Counterpart support is mainly based on the latest teaching plans and special teaching plans for talent training in Tibetan universities, as well as the allocation of teachers in other regions to develop more comprehensive universities. At the same time, the investment in the expansion of teaching equipment and hardware facilities Tibet colleges and universities, and to support reforms in all aspects. We must regulate and reform this series of reforms and measures in accordance with the conditions, geographical location, ethnic customs, internal university infrastructure and macroeconomic environment.
